VISD Builds on CRP and VISD Values

As Victoria ISD begins the 2026โ€“27 school year, the district is entering the second year of its Citizenship Ready Plan (CRP) and 10 VISD Values initiative, continuing its commitment to developing students who are not only academically prepared but also equipped with the character and life skills needed to succeed in school, the workplace and their communities.

The Citizenship Ready Plan is centered on the belief that character development is a shared responsibility among schools, families and the community. Throughout the district, teachers, staff and students will continue to focus on the 10 VISD Values through the guiding framework of Teach It. Model It. Reinforce It. Live It.

During the first year of implementation, campuses introduced the district's values and began incorporating them into daily instruction and campus culture. This year, Victoria ISD is expanding those efforts by placing a greater emphasis on what the values look like in everyday interactions across the school day.

"Our goal is for the VISD Values to become more than something students hear about; they should become habits they practice every day," said Sheila Collazo, Superintendent of Schools. "By consistently teaching, modeling and reinforcing these expectations, we are helping students build the character, responsibility and citizenship skills that will benefit them far beyond the classroom."

As part of the second-year rollout, campuses are expanding the Citizenship Ready Plan by focusing on how the VISD Values are demonstrated throughout the entire school day. Students will learn what the values look like not only in the classroom, but also during lunch, in hallways, at dismissal, on school buses and in other everyday interactions. The goal is to create consistent expectations and positive behaviors in every setting, helping students understand that good citizenship extends beyond the classroom. 

This expanded approach is designed to provide students with consistent expectations throughout the school day while creating positive, respectful and supportive learning environments across every campus.

The initiative also aligns with Victoria ISD's implementation of CHAMPS, a proactive classroom management framework that clearly communicates behavioral expectations and helps students understand what success looks like in every learning environment. Together, CHAMPS and the Citizenship Ready Plan provide students with both the structure and character foundation needed to thrive academically and socially.

To further strengthen the connection between school and home, every student will receive a Citizenship Ready Plan Student Workbook during the first week of school. The workbook includes lessons and activities centered on each VISD Value and is designed to reinforce classroom learning while encouraging meaningful conversations at home.

Families are encouraged to review the lessons with their students and discuss how the VISD Values can be demonstrated not only at school, but also at home and throughout the community.

By creating a common language and shared expectations across campuses, classrooms and families, Victoria ISD continues to build a culture where positive character, responsible decision-making and citizenship are intentionally taught and celebrated every day.

The Citizenship Ready Plan reflects the district's ongoing commitment to preparing every student for successโ€”not only as learners, but as leaders, neighbors and engaged citizens ready to make a positive impact wherever life takes them.
